Details
The Microsoft 365 admin center has the organization-level option:
Let group owners add people outside of your organization to Microsoft 365 Groups as guests.
Leave this option unselected to prevent owners from adding guests to any team or group.
Tip: To display this option, go to the admin center menu and click Show all > Settings > Org settings > Microsoft 365 Groups.
Impact on sensitivity tags
The following message appears in the Sensitivity tags section of your Policies to alert you:
You need to allow guests access at the organization level to leverage the use of guest access setting using sensitivity tags.
When you create or edit a sensitivity tag, the Guest access security setting will be unavailable. The message, This setting will be ignored because of the organization-level guest access setting, will appear to remind you.
Impact on team and group security settings
The team and group security settings for guest access cannot be modified. If you attempt to update the setting, the following message will appear to alert you:
This setting is currently ignored since your organization-level setting does not allow guests.
Impact on membership
The following message will appear in the team and group details, under Membership to alert you:
This team's guest access setting doesn't allow new guests.
You cannot update guest membership from the team and group details.
Impact on external sharing features
The external sharing and guest access management features will not include guest reviews. When you automate the External sharing review policy, the following message will appear to alert you:
The Groups setting in your Microsoft 365 admin center doesn't allow guests. We'll only automate external sharing link reviews.
For more information on the impact of Microsoft settings on external sharing features, see Microsoft doesn't allow sharing links or guests.
Solution
Update your Microsoft guest access setting to allow people outside of your organization. For complete details on how to do this, consult the Microsoft article Manage guest access in Microsoft 365 Groups: Manage groups guest access.
The Guests settings must be checked.
You can use ShareGate's features to manage guest access and secure your environment when this update is made.
