You copy a survey with Copy structure and content, and you get the following error:

You are not allowed to respond again to this survey.

This likely occurs because some users from the old site do not exist on the destination site.

When attempting to migrate those entries, ShareGate Migrate cannot submit entries for non-existing users, so it defaults to the user currently performing the migration (or to the "Unresolved users and groups" mapping if one has been set).

Then, when it tries to create more than one entry as this default user, SharePoint gives an error saying that the same user can't respond more than once to the survey.

If you're migrating to Microsoft 365, you can restart your migration using Insane mode to resolve this error.

Insane mode does not rely on the SharePoint mechanism that triggers this error, allowing survey responses to be migrated successfully.

If your destination is on-premises or you can't use insane mode, ensure the source users also exist in the destination, or set the survey to allow multiple responses by the same user. You can do so by going to the Survey, clicking on Settings -> Survey Settings -> Title, description, and navigation, and then setting Allow multiple responses? to Yes.
