Symptoms
When attempting to copy a SharePoint 2013 workflow, Sharegate displays one of the following error messages:
SharePoint 2013 workflows cannot be migrated to versions prior to SharePoint 2013.
SharePoint 2013 workflows cannot be migrated to SharePoint Foundation.

Details
This error occurs because SharePoint 2013 workflows require Windows Workflow Foundation 4 which is only available with SharePoint 2013, 2016 and Microsoft 365. Sharegate cannot copy workflows to versions prior to SharePoint 2013 or to SharePoint Foundation.
