The Copilot Readiness Assessment crawls your tenant and collects data about Microsoft 365 groups that have the built-in Everyone except external users (EEEU) security group added to their membership to explain how that access can affect data security with Copilot.
Note: The EEEU built-in security group is added by default to Microsoft 365 groups that are made public. To find more about public groups in the assessment, see Public groups details.
Accessing EEEU details
To access EEEU details, do one of the following:
From the Overview tab, find the groups shared with all internal users key point and click Review groups.
From the Data security tab, select Groups that allow "Everyone except external users" access in the Oversharing section.

The About the “Everyone except external users” (EEEU) group page displays the Microsoft 365 groups with EEEU access and provides information about how this setting may affect Copilot.
The assessment looks for SharePoint site collections connected to Microsoft 365 groups with the EEEU security group added as a member.
Note: The assessment only looks for EEEU access at the site collection level. For example, it will not report on EEEU access on a library or document with custom permissions.
About the “Everyone except external users” (EEEU) group displays:
The percentage of Microsoft 365 groups with EEEU access.
The potential risk of EEEU access.
Suggested actions to mitigate the potential risk of EEEU access.
EEEU Access report
The report displays:
The total number of Microsoft 365 groups with EEEU access.
The group Name.
The group Owner or number of owners.
The group Privacy setting.
The EEEU permission level.
Click Export to save the report as a CSV file. The CSV file includes the following columns:
Workspace name
Workspace URL
Workspace ID
Owners
Privacy
EEEU permission level
The sorting and search results in the CSV are the same as in the on-screen report when the report was exported.
EEEU permission levels
EEEU groups can have the following permission levels, which you can filter and see in your report:
Permission levels | Descriptions |
Full control | Grants complete access to the site settings, content, and admin features. |
Edit | Allows users to add, edit, and delete lists, libraries, and their content. |
Read | Allows users to view items on the site. |
To filter your permission levels in the report, click the EEEU permission level filter at the top of the results and select the levels you want to find.
