Symptoms
While editing a workflow, ShareGate displays one of the following errors:
The setting 'Start Manually' could not be activated on the workflow. This usually happens when it is disabled on the workflow template.
The setting 'Start when an item is created‘ could not be activated on the workflow. This usually happens when it is disabled on the workflow template.
The setting 'Start when an item is modified‘ could not be activated on the workflow. This usually happens when it is disabled on the workflow template.

CR-420-169
Details
This error can happen in two different scenarios:
While activating the Start Options on a List or a Site workflow 2010 created with SharePoint Designer.
While activating the Start Options on a List Workflow created from a Reusable Workflow 2010.
Solution
If you are in the first scenario (1) and the edited Workflow is a List or Site Workflow in 2010:
Open SharePoint Designer.
Click Workflows and select your Workflow.
Check off all the Start Options you want to activate.
Publish the Workflow.
If you are in the second scenario (2) and you are editing a List Workflow created from a Reusable Workflow:
Open SharePoint Designer.
Click Workflows and select the Reusable Workflow your Workflow is based from.
Make sure that all the checkboxes that disable the Start Options are unchecked.
Publish the Workflow.
You might need to manually update your list workflows that are based on the Reusable Workflow by deleting them, and once again associating the Reusable Workflow to the list.
